高邑县城区地下综合管网改造建设工程(2025年度)三标段招标公告

一、招标条件

本招标项目高邑县城区地下综合管网改造建设工程(2025年度)三标段已由高邑县数据和政务服务局以高数政〔2025〕78号批准建设， 项目业主为高邑县住房和城乡建设局，建设资金来自政府，项目出资比例为政府100%，招标人为高邑县住房和城乡建设局。项目已具备招标条件，现对该项目的施工进行公开招标。

三、投标人资格要求

3.1 本次招标对投标人的资格要求如下:

3.1.1 资质要求：1具有独立企业法人资格、有效营业执照。 2具备建设行政主管部门核发的市政公用工程施工总承包叁级及以上资质。

3.1.4 信誉要求：投标人及其拟派项目经理自2025年1月1日起至投标截止日止未被列入失信被执行人名单（以“信用中国网站”的信息为准）

3.1.6 其他主要人员要求：专职安全生产管理人员具有对应有效的安全生产考核合格证书，配备人数不少于1个

3.1.7 试验检测仪器设备要求：/

3.1.8 其他要求：与招标人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标；法定代表人（单位负责人）为同一人或者存在控股、管理关系的不同单位，不得同时参加本项目同一标段投标，否则投标均被否决；投标人和项目经理未在“信用中国”网站列入失信被执行人名单，否则资格审查不予通过。（以开标当天投标截止后在“信用中国”网站查询结果为准）

3.1.9 项目负责人资格要求：1拟派项目经理具有注册在投标单位的市政公用工程专业贰级注册建造师执业资格，同时具有对应有效的安全生产考核合格证书； 2如拟派项目经理在投标截止日当日存在在其他在建合同工程（在建合同工程的开始时间为合同工程中标通知书发出日期，或者不通过招标方式的则以合同签订日期为开始时间，结束时间为该合同工程验收合格或合同解除日期）担任项目经理的，不得以拟派项目经理的身份参加本次投标；

3.2本次招标不接受联合体投标。

3.3 各投标人均可就上述标段中的1个标段投标。
